Kenya is in advanced discussions with China’s Guodong Networks Group for a large-scale telecom infrastructure investment that could significantly boost the country’s digital connectivity.

The proposed partnership was revealed during a high-level meeting between Kenyan officials and a delegation from Guodong Networks Group in Nairobi this week. The Chinese firm, a major player in global telecommunications infrastructure, is exploring opportunities to invest in fibre optic networks, 5G rollout, and rural connectivity projects across Kenya.

Sources familiar with the talks indicate that the discussions centre on building additional national fibre backbone capacity, expanding last-mile connectivity, and supporting Kenya’s ambition to achieve universal broadband access. The deal is expected to involve both direct investment and technology transfer components.

This potential collaboration comes as Kenya accelerates its digital economy agenda under the Bottom-Up Economic Transformation Agenda (BETA). The government has identified reliable, high-speed internet as critical for driving economic growth, supporting SMEs, improving education outcomes, and enabling digital government services.

Guodong Networks Group brings extensive experience in large-scale telecom projects across Africa and Asia. The company has previously delivered fibre and wireless infrastructure in several emerging markets, making it a strategic partner for Kenya’s ambitious connectivity goals.

Kenya’s telecom sector has seen rapid growth in mobile penetration, but fixed broadband and rural coverage remain major challenges. Many parts of the country still suffer from slow speeds and unreliable service, particularly outside major urban centres. A successful partnership with Guodong could help close this gap and reduce the current digital divide.

While specific investment figures have not yet been disclosed, industry observers expect the deal, if finalised to run into hundreds of millions of dollars, potentially making it one of the largest telecom infrastructure investments in Kenya in recent years.

The Kenyan government views the proposed partnership as part of a broader strategy to attract quality foreign investment into critical infrastructure while ensuring technology transfer and local capacity building. Officials have emphasised that any agreement will prioritise national interests, data security, and long-term sustainability.

For Guodong Networks Group, Kenya represents a strategic entry point into East Africa’s growing digital market. The country’s youthful population, expanding digital services sector, and government commitment to connectivity make it an attractive destination for infrastructure players.

The talks are still at the exploration stage, with both sides working on technical assessments, feasibility studies, and commercial terms. A formal announcement is expected once negotiations reach a more advanced stage.

If successful, the partnership could accelerate Kenya’s progress toward its national broadband targets and support the country’s vision of becoming East Africa’s digital hub. It would also signal continued strong interest from Chinese firms in Kenya’s infrastructure development.

As discussions continue, stakeholders will be watching closely to see how the deal balances investment needs with local content requirements, job creation, and technology sovereignty. For now, the engagement with Guodong Networks Group marks another important step in Kenya’s ongoing effort to build world-class digital infrastructure.
