China is placing artificial intelligence at the heart of its global diplomatic strategy as President Xi Jinping prepares to outline Beijing’s vision for international AI cooperation at the World Artificial Intelligence Conference (WAIC) in Shanghai.

The conference, which begins this week, is expected to bring together government officials, technology executives, researchers and policymakers from around the world to discuss the future of artificial intelligence, governance and technological collaboration.

According to Reuters, President Xi is expected to use the event to promote China’s approach to AI development and governance while encouraging greater international cooperation on the technology. The summit also comes ahead of the first official AI discussions between the United States and China under the current U.S. administration, highlighting AI’s growing importance in global diplomacy.

Chinese technology companies are expected to showcase major AI advancements during the event. Huawei will unveil its Atlas 950 SuperPoD AI computing system, built around its Ascend processors, as part of China’s broader effort to strengthen domestic AI capabilities and reduce dependence on foreign technology. Several other Chinese AI companies and chip developers are also expected to introduce new products and computing platforms.

The conference reflects China’s ambition to position itself as a leading force in artificial intelligence by combining technological innovation with international engagement. Beijing has increasingly promoted open-source AI models and international collaboration as part of its strategy to expand influence across emerging markets and developing economies.

Analysts say the event demonstrates that competition in artificial intelligence is extending beyond technology companies. Governments are increasingly treating AI as a strategic national priority with implications for economic growth, security and international relations.

Artificial intelligence is rapidly becoming a geopolitical issue.

Countries are no longer competing solely to develop better AI models. They are also competing to shape the global rules, standards and partnerships that will govern the technology’s future.

The next phase of the AI race is likely to be defined not only by innovation but also by influence.

As major economies introduce competing visions for AI governance, countries that successfully combine technological leadership with international partnerships may play a greater role in shaping how artificial intelligence is developed, regulated and adopted worldwide.

For businesses and investors, this means AI policy could become just as important as AI technology itself.
