Nigeria has officially completed all its obligations required for the launch of the Africa Energy Bank, clearing the final hurdle for the institution to commence operations. The milestone marks a significant step toward strengthening energy financing across the continent.
At a formal handover ceremony held in Abuja on Monday, the Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, confirmed that the Federal Government has fulfilled every commitment tied to the bank’s establishment. The event symbolized Nigeria’s readiness to see the project move from planning to execution.
According to the minister, the government successfully procured, constructed, and fully furnished the bank’s headquarters. The completed facility has now been formally transferred to the African Petroleum Producers’ Organization (APPO) and Afreximbank, the two institutions driving the initiative.

Senator Lokpobiri emphasized that Nigeria’s responsibilities regarding the project have been fully discharged. He described the handover of the headquarters as the final condition required for the bank to begin operations.
He noted that previous attempts to construct a suitable headquarters encountered setbacks. The initial design, he explained, was considered excessively large and therefore unsuitable for the bank’s immediate needs.
A second attempt was also rejected due to concerns about the building’s location. These earlier challenges delayed progress but ultimately contributed to refining the final outcome.
The minister expressed satisfaction that the third and final effort delivered a structure that met all expectations. He stated that the new headquarters is strategically located, properly designed, and aligned with the operational vision of the Africa Energy Bank.
Bank to Boost Oil and Gas Investment in Africa
Senator Lokpobiri described the Africa Energy Bank as a strategic institution that will play a crucial role in supporting oil and gas investments across the continent. He stressed that the bank’s establishment is vital for strengthening Africa’s energy security and economic growth.
He added that the building is fully completed, equipped, and ready for immediate use. According to him, the Federal Government ensured that the headquarters was not only constructed but also furnished to operational standards before the handover.
The minister reiterated that Nigeria is proud to transfer the facility to APPO and Afreximbank. He referred to both organizations as key enablers whose collaboration has made the Africa Energy Bank a reality.
Highlighting the broader significance of the initiative, Lokpobiri assured stakeholders that the Federal Government remains committed to the bank’s success. He said Nigeria would continue to provide the necessary support to ensure a smooth and timely launch.
The minister confirmed that the Africa Energy Bank is scheduled to begin operations by April at the latest. He explained that previous delays, including issues related to securing and preparing the headquarters, have now been fully resolved.
