Mozambique’s communications regulator, the Instituto Nacional das Comunicações de Moçambique (INCM), is developing a Tariff Management System aimed at increasing transparency around mobile tariffs and data packages. The platform is scheduled to become operational in November 2026.
The initiative responds to consumer complaints about the rapid exhaustion of mobile data packages. The regulator said the concerns centre on transparency in consumption measurement, service quality and the protection of user rights.
Once live, the system will strengthen monitoring of the tariffs and packages offered by operators. It will allow comparison of rates, identification of the effective price of services including conditions and validity periods, verification of terms applied to consumers, and greater accountability in the delivery of telecommunications services.
For data services specifically, the INCM wants to ensure that the advertised validity of packages delivers real usefulness to consumers and that data volume exhaustion does not result in an abrupt service interruption before the stated end date. In parallel, the regulator is reviewing and restructuring telecommunications packages with the goal of introducing fairer and more predictable options.
The INCM is encouraging operators to provide clear, accessible and verifiable information on data consumption, remaining balances and the conditions attached to each package, including explanations of the factors that drive data usage levels.
The move forms part of a broader regulatory focus on consumer protection and tariff practices. Earlier in 2026 the INCM released findings from a cost study that recommended gradual reductions in base voice and data tariffs between 2026 and 2028, along with the possible introduction of price-cap mechanisms. The new transparency system complements those efforts by giving both the regulator and consumers better tools to scrutinise how packages are structured and consumed.
Implementation in November will determine how effectively the platform translates monitoring capabilities into clearer pricing and more predictable service for Mozambican mobile users.
