The Independent Communications Authority of South Africa (ICASA) has received an application for the transfer of ownership of Individual Electronic Communications Network Service (I-ECNS) and Individual Electronic Communications Service (I-ECS) licences held by Webdev CC trading as Cybertek to Optipulse (Pty) Ltd.
The application, submitted in October 2025, covers licences numbered 0328/IECNS/MAR/09 and 0328/IECS/MAR/09. ICASA published a formal notice in the Government Gazette in early January 2026 inviting interested parties to submit written representations within 14 working days. The transfer is being evaluated against criteria that include the promotion of competition in the ICT sector, the interests of consumers, and equity ownership by Historically Disadvantaged Persons. The applicant submitted that 30.6% of Optipulse’s equity is held by HDPs.
Public documents related to the application, including a redacted version of the transfer filing, have been made available by ICASA. As of the latest available information, no final decision approving or rejecting the transfer has been published in official notices or widely reported.
Licence ownership and control transfers are a regular feature of South Africa’s regulated communications market. ICASA assesses such applications under the Electronic Communications Act to ensure they do not harm competition or consumer interests and that ownership requirements are met. Recent comparable processes have involved other operators seeking to transfer or restructure licences as part of commercial reorganisations.
Webdev CC t/a Cybertek has operated as a smaller licensed provider. Optipulse is the proposed new holder. Until ICASA issues a formal decision and, if approved, amended licences, the licences remain with the current holder.
