The collaboration, announced in March 2025, introduces Jaywan-Mastercard co-badged debit and prepaid cards, giving users seamless local processing through the national switch while unlocking Mastercard’s global acceptance.

This isn’t just another card launch. It represents a calculated step in the UAE’s broader push for payment sovereignty paired with practical global connectivity. Jaywan, managed by Al Etihad Payments (a Central Bank of the UAE subsidiary that also runs UAESWITCH), was designed as a domestic scheme to handle in-country transactions efficiently and at potentially lower costs. The co-badging strategy lets it punch above its weight abroad without forcing users to carry multiple cards.

Under the new setup, transactions within the UAE route through UAESWITCH for speed, reliability, and local control. Outside the country or for e-commerce that benefits from broader networks the Mastercard side takes over, providing access to millions of merchants, ATMs, and online platforms worldwide. The cards target everyday use, salary disbursements, and cross-border spending, with an emphasis on security and convenience.

H.E. Saif Humaid Aldhaheri, Chairman of Al Etihad Payments and Assistant Governor at the Central Bank, framed the partnership as advancing the UAE’s digital transformation goals. “By leveraging advanced technology through such partnership, we aim to offer our citizens and residents more convenience, security, and access to a global network of financial services,” he said.

From Mastercard’s perspective, the deal deepens its footprint in a sophisticated market that values innovation and inclusion. The company highlighted its commitment to empowering users in the digital economy through collaborations at both federal and local levels.

The Mastercard agreement is one piece of a larger strategy. Al Etihad Payments has signed similar co-badging deals with Visa, UnionPay, and Discover. Issuance of these hybrid cards by UAE financial institutions is slated to ramp up in the second half of 2025. This multi-partner approach gives banks flexibility while strengthening Jaywan’s utility for residents who travel, shop online internationally, or simply want options.

For context, Jaywan’s rollout aligns with the UAE’s maturing fintech and payments ecosystem. The country has invested heavily in digital infrastructure, from open banking explorations to advanced switches. A domestic scheme like Jaywan helps reduce reliance on foreign networks for local volume, potentially lowering interchange costs and keeping more economic activity within the system while co-badging prevents isolation.

This development matters beyond the plastic (or virtual) card itself. It tests a model other markets with domestic schemes might watch: build local rails first, then layer global interoperability strategically. For consumers, it promises fewer friction points one card that works at the corner store in Abu Dhabi and for a hotel booking in Europe. For issuers, it offers new product lines to differentiate salary accounts or prepaid solutions.

Challenges remain familiar in the region: merchant acceptance, consumer education, and competition from entrenched global players. Success will hinge on how smoothly banks integrate and promote the cards, and whether the economics genuinely deliver savings or perks that drive adoption.

In a payments landscape increasingly defined by digital wallets, instant rails, and embedded finance, the Jaywan-Mastercard tie-up is a pragmatic evolution rather than revolution. It bolsters the UAE’s position as a payments innovator in the Middle East while giving everyday users a card that feels both proudly local and effortlessly global. As issuance picks up later this year, the real test will be how these hybrid products perform in wallets and transaction data.

Al Etihad Payments and Mastercard are teaming up to bring the UAE’s domestic card network into the international arena.
